I read the bill as written for the vote in the House. The wording is not always clear. But it is an improvement.

However, although TX has not had Open Carry, it has always been legal to carry a gun in the glove box of an auto. It was considered an extension of your home.

It has been legal to carry a hand gun when hunting.

Hand guns were not outlawed by the citizens of the state. They were outlawed by the occupying officials after the Civil War.

Won’t go into that. It was not for the protection of the citizens, but for the protection of foreign representatives.

"However, although TX has not had Open Carry"

TX does have open carry for CHL holders. Not many do, however...

https://www.austintexas.gov/department/open-carry

In January 2016, carrying a handgun openly became legal in Texas.

This law modified the previous handgun license law by eliminating the requirement that licensed handguns be carried in a concealed manner.

This means that somebody with a handgun license may choose to conceal it under clothing or wear it in a holster visible to others.
