I don’t think it’s that. You can register a crime without finding the perp.
Most likely the reason crime fell is that the pandemic made it more difficult to commit crimes. People are at home. Businesses are closed. People weren’t driving. People and businesses did not have as much money to steal.
The declining crime rate was a trend repeated across the nation. It had nothing to do with her particular prosecution policies.

No one going to 'register' a crime when they know nothing is gong to happen. Why bother? Same with cops... why go after a criminal when you know it's a joke - the guy's taken in and let out the same hour... These big city democrat filth are trying to make their hellholes look less violent - by ignoring crime and violence being inflicted on their residents. Don't know who these hellhole mayors and 'prosecutors' are to trick.
Maybe there's some high tech companies stupid enough to 'read the city crime stats' and not do triple checks to find where democrats running the places are lying and cheating.
