I’m a bit confused; the incoming President doesn’t usually do a SOTU address the first year they’re in office. President Trump didn’t do a SOTU in 2017 (he did address Congress, but it wasn’t a SOTU). Obama didn’t do one in 2009; W didn’t in 2001, etc. Looks like that’s been the case since the mid-60s.
Why is it we expect Biden to?
The Constitution stipulates an annual report. It doesn’t have to be a speech. Historically, it was just a written report.
But the rays have been ignoring the Constitution so why should they start now?
