The sun is what is needed to find the solstice, not navigation tools.

And there is also the question of mechanicle ability to move and place the stones.
How much could a 15-20 foot person lift? What about two of them?

Who needs machines?

6000 years BEFORE stonehenge - in about 9000 BC, Gobekli Tepe was constructed

Note that Agriculture and animal husbandry arose in the area around Gobekli Tepe - you had the ancestors of domesticated sheep and goats in the lower Taurus mountains and the ante-Lebanon. You have wild wheat in the area around Gobekli Tepe

9000 BC is before the Sumerians arose (circa 5000 BC) and before the Ubaidians. It is thought that at least 250 large stones are still buried. gobekli tepe seems a religious site, not a living site, built probably for shamanic cults that attracted hunter-gatherers from great distances.

The first constructions date from 9600 to 8800 BCE.
