I might be delusional, but, Biden did say (Ok, I might be naive too) that he would be president of all the people, including republicans...

So, with republicans comprising a large part of the population (bigger than progressives and liberals combined), Biden owes it to republicans and others who respected Rush, to have the flag flown at half-staff.
