Sounds like you need to move your expertise to Texas because little of this rolling coordination seems to be happening statewide. Our power has been out several times but there's no rhyme or reason. But we have maintained power much more consistently than anyone else we know in our area.
One friend 20 miles south was out from 11:15 Sunday night til 8:30 Monday morning then back off around noon yesterday and still out. She does have a propane cook stove and is using that, sleeping in the kitchen area with doors closed.
Another friend 30 miles west has been out since Sunday morning. They have NG with deerborne heaters and cook stove so not freezing.
Several people in the town 5 miles from us have all variations. Some haven't lost power while homes across the street or 2 blocks away have long term outage. We have extended invitations to everyone we know but with our central heat unit out everyone has a better option. We aren't suffering. Have a fireplace and several other sources but right now temp downstairs is about 40.
My plants are all still alive! That is a blessing. Tomorrow it's forecast to rise to 32! Seriously, I don't think we have management like you describe. I think you take care of our oldest kid over in north Alabama though.

Tell the wind generator folk to spray de-icer on the blades before the ice storm. And suggest to them to mount a shroud on the back of the blade assembly covering the joint with the armature and the generator housing - to help keep ice out. Could help.

If the land that the windmills are on is owned by a Chinese entity, many of which exist in West Texas, then taxpayer dollars are paying Chinese owners of Texas land to lease wind mills on the property due to the AGW hoax perpetrated by the communists and tree huggers, which are basically the same groups as the Chinese corps.
So wouldn’t be surprised at all if renewable energy subsidies are going to the pocket of the Beijing CCP via Chinese companies owning land in Texas.
