Okay, I found the context for your video clip. It was from a meeting of the European Parliament in February of 2020. speaker is Godfrey Bloom.

An absolutely delightful, and truthful video. The only thing I took objection to is deposit guarantees; the speaker says that when the banks over indulge the taxpayers have to pay for the loss. Actually, referring to FDIC, when the bank fails the deposits have to be covered by a government that is creating counterfeit money (the speaker's term) by the train load and is $30 trillion in debt. Good luck if bank failures become too widespread.
