All 27 or so species of seagull have been protected since 1918 by the Migratory Bird Act. It's a huge list that stems from the days of commercial bird hunting that completely wiped out the passenger pigeon and others.
Gulls are smart and can be obnoxious at the landfill and other places from learned behavior and free chow laid out by humans. A chicken drumstick, bone in, one gulp.
I used to live on the beach near Juneau, Alaska and would watch crows, ravens and seagulls pick up mussels and drop them from the air to crack and eat. I don't know who taught who first, but they all knew the trick.
