If she wasn't dead before, she surely would have died during that treck down the stairs. Don't tell me there is no stretcher at the Capital building.
One thing I considered.Let's say this entire thing was staged, every actor had his role to play. and they did. Problem arised, a real bullet was used and she was truly shot but no one knew because they didn't expect it. That's why they were all casual about it.
I just don't get why they make a plan on having a stretcher available.
