I don’t know about the white gown, but I have had experience with the blue ones. they are made out of very thin plastic (black garbage bag material is thicker) and is worn by putting your head through a hole at the top, arms through the sleeves (sleeves have a thumbhole at the end of the sleeve) and tying the straps, usually around the back unless you are really skinny. The straps are prone to breakage while the gown is being worn, and are sometimes not even tied (in my experience) as the gown is meant to protect against splash from the front. (As a side slide, the DCFD has M-14s? Wow!)
Also, the DCFD appears to only wear a patch on the left side of their shirts. No patch on the right.
