The meme is Wood Sitting on a Bed. His real name is Wardy Joubert and he died of a heart attack at 46 in 2016. He became the subject of an internet meme around 2014, about 4 years after the nude photo was taken by a porn producer in San Francisco because Wardy was short of cash to pay his mortgage. The image was posted on the internet and was subsequently enhanced in a critical place by others, which is how the photo became meme-worthy.
He was a well-known athlete and volunteer and was well thought of in San Francisco. Think Bernie and his mittens. For it to be inserted into an official FBI document turns the document into a joke.
