I would think that handcuffs would only be necessary if there was resistance - the child was resisting the police and they acted in return.
Bad upbringing, no doubt not teaching the child to respect authority. Instead the parent(s) are role models in rebellion

That young of a child, being restrained and physically tortured, there will be lifelong lasting damage.
Commentary accompanying the clip I saw on TV said that police had been called because the girl had been threatening to “harm herself”. So apparently the parents called the police. I suspect this child has been out of control for a while.
