First election, Nov 3. Ballot counting ended around midnight in local jurisdictions. Check precincts reporting %.
Second election, Nov and following when new ballots were counted. The second election \could\ have started at Zero votes for both candidates and still would have favored Biden.
That wouldn’t appear “kosher” so they piled the new ballot count on top of the old ballot count.
