Never heard it used like that. I thought stand down meant relax from an alert security posture, in other words stand back, step off. The opposite of standing down a unit is standing up one.

I suspect that TVA, a federal agency, stole the term from the military and re-appropriated it for their own purposes.

You can’t stand down until you stand up.
Military terms migrated to the current business culture.
