At first I thought that maybe it was his neck skin escaping.

But, what if, it's dripping cake make-up beading down at one point.

Make-up has to go over a mask in order for it not to look latexy. Doesn't it?

There’s a horizontal line on his neck, so that can’t be makeup dripping/running.

But it indeed could be makeup on latex.

Although they make masks very realistic; think Tom Cruise in the Mission Impossible movies.
