Pence was enticed to follow along by Ryan who would have been VP.
The how and why of the enticement can be speculated on.
But, we are reminded that “Pence is the perfect person to segue into the POTUS in 2024”.
Then, [we have it all] stepped in and Trump was given a briefing.
Ryan soon “retired to be with family” [which we understand to be the appropriate code-reason] and Pence was kept for optics because...meh...Russia...meh, too early...meh, impeachment for firing /anybody/.

1. The enticement: Pence was anxious. I think it was Ryan that wanted the office and Pence would have been his placeholder, while securing a semblance of a Presidency.
2. I think Ryan would have had him removed [up to and including 187] if needed.
3. Ryan’s resignation sort of confirms this.
4. I’m still only about 90% convinced that Pence is BH. Referencing other chaff, he did resign after Trump...as would be succession protocol.

Pence has been planning to get the presidency for ten or fifteen years if not longer. Sometime around 2006 or 2007 he used Limbaugh to float the idea.
