The 100 member audience figure is very telling.
I had read on a general site before the installation that 2000 tickets were given out, mainly to D members of Congress for themselves and a guest or two and I guess to some other “important” people such as top D officials and major former officeholders.
There was enough space on the lawn area to social distance that many people.
2000 bigwig D’s and a guest is not hard to gather, not hard at all.
