Here is what I meant by a sheet of plexiglass ahem, tempered glass covering the window.

In the center photo, the window on the left shows it best. There's an extra glass frame covering the lower section of the window. This makes it 100% impossible to open the window from the inside, or raise it.

ThankQ. I tried to find photos that showed the bottom of the windows. I was thinking they looked like inside storm windows. Your explanation way better...
