I recall one house that my parents owned some 25 years ago that had full-height screens and allowed you to slide the upper sash down as well as raise the lower sash like a normal double-hung. It was kind of nice. There were side latches so that the upper wouldn’t fall and could be latched in the full closed position.

I rather liked that design. Seems that with the right fan setup, you could circulate some air within a room nicely.

The one thing that keeps rolling thru muh brian is...

If we can suss this out, because of the info we have and by observation, WHY haven’t the entourage in DC seen it too.
You’d think there are so many people involved and someone would say something.
Especially the press.

I had those in a house once. The thing is they can only be closed and locked in one position. That is, the inside sash on the bottom and the outside sash on the top.
