I just heard that spokesperson Jen answer a question about what Joe said about the riots in Portland.
She answered that they had people there before 12:01 on inauguration day.

Why do they keep stressing that 12:01 time and why was he sworn in 6 minutes before noon.

Well,now we know the inauguration was filmed and apparently play here in the USA too soon making the swearing in before the constitutional 12:01 time. To make people think is was actually 12:01 to get in front of the lie. That's my only opinion. (If your told over and over the swearing in was 12:01 many people will believe it.)
