I call him Pretender Biden. The Brits used to call exiled King James and his son Bonnie Prince Charlie the "Pretenders to the throne."

Of course, what's fun about that is you can also use an Outlander "Mark Me" GIF to denote the Pretender... (This is the Bonnie Prince in the TV series Outlander, who was a drunk and a foolish doofus who got a lot of good Scotsmen killed.):
