I don’t know enough about Congresses rules to know what Wictor is getting at.
I do know that Congress did not accept legal votes.
According to Pence’s wording they accepted “purported” regular votes—don’t recall the exact wording-but purported was definitely in there I think.

The Committee on House Administration is responsible for, among other things, “contested elections”. I don’t see how Trump and Pence enter into this, however.
