As a Catholic Joe should know that forgiveness requires contrition and true contrition requires that you not remain in possession of the effects of the sinful act.
(A contrite thief returns the money he stole or he is not really contrite.)
He knows about the fraud. He knows what he should do, but does he have the reason and will to do this any more?
