This has been my increasing thought over the past few days ... it insulates Trump from the military actions but still allows for pure elections.
It also allows the public to take the focus off of political parties and Trump himself. Trump cares about the public's confidence in the institutions of our government. He understands this isn't about his ego or his legacy, but the country's survival and legacy.
