The red lines are not the same as what is at the bottom, namely, USSS and CASTLE_ROCK
You can cross a red line, but USSS and Castle_Rock are results of crossing the line(s). That is my opinion below the red lines.

What is the current deployment status of the 412th TEC?
Are they [or a portion of them] in DC?
They are Army Reservists and subject to call up.
