The requests for state and territory NG came from the head of the DC NG at the sec of Army instruction per the news reports in various states.

DC NG is under Title 32 because of the national emergency

Fema has control of the area, but POTUS —>SecDef—>Asst SecDEF-—>DCNG Command has command of NG troops in operation. (Sec Army hs no operational authority only administrative for dcng)
