I’m going to ask what may appear to be a stupid question to some.

Here goes:

If the fencing is to keep people in, then how does the inside of the fencing get populated?
One would have to be blind to willingly enter in there.

They show up for attending the Senate, House of Reps and possibly the “inauguration” of Bitem. SOme might be brought there from elsewhere, too.

FEMA is involved in this as well, maybe they’ll set up temp housing etc.
