I noticed that too. It may be that the wire is harder to get past when it’s on the side away from the climber. If it’s on the outside the bad guys can reach it directly and cut openings in it for example.

It is actually razor wire, which will slice you apart if you try to escape.
So razor wire on the inside, locking mechanisms on the outside NO ONE IS GETTING OUT.
