I keep hearing people mention, ‘oh, the barbs are on the inside’. I haven’t found the significance of whether they’re on the inside or the outside.

What is so ominous about the barbs being on the inside? If and when the riots begin, they toss the rioters on the inside; isn’t that what they want?

I noticed that too. It may be that the wire is harder to get past when it’s on the side away from the climber. If it’s on the outside the bad guys can reach it directly and cut openings in it for example.

Very hard to cut concertina wire. And a coil of it will foul a ladder, so you would want to ace it in the side you were blocking.

If you’re just a scrub human and you climb the fence with pokey stickey wire at the top if the wire is on the opposite side you can throw a jacket (blanket, tarp etc...) over it and continue but if the PS wire is on your side you have to reach and grab through it with exposed hands and arms to get to the top.
