no goes down the line of succession. but if potus/vp term expires at noon and Biden and Harris haven’t taken the oath and are arrested then it would go to House speaker (Pelosi) if she’s under arrest then on down the line SOS is toward the top

Why is everyone skipping the President pro tempore of the United States Senate? He is still in the Senate and is in the line of succession before the SOS.

maybe not quite...arguably, there is no constitutional time-table for taking the oath.
"Before he enter on the Execution of his Office, he shall take the following Oath or Affirmation:..."
Generally accepted that the end time is also the begin time - 20th amendment (No mention of the oath).
"COMMENCEMENT OF THE TERMS OF OFFICE
SECTIONS 1–6. The terms of the President and Vice President shall end at noon on the 20th day of January, and the terms of Senators and Representatives at noon on the 3d day of January, of the years in which such terms would have ended if this article had not been ratified; and the terms of their successors shall then begin.
