Gab just announced a “Gab Smartphone” among many other great tech tools for Free Speech. No wonder big tech is shaking in their boots. Oh by the way, the video below is from Gab TV their version on YouTube
While all your suggestions are good ones, I like this one the best, as I’ve been doing that all along:

It’s a good idea, but they have to convince the major carriers to let it onto their network, and if the carriers get pressure, they may do like the rest of the tech giants and not allow the phones. I doubt Gab has the ability to start its own cellular network, too. Companies like Qualcomm could deny them chips and a license to use the IP for a cellular phone. Then they just need to design their own OS to compete with Apple and Android, and convince all the app makers to port their apps to this new OS.
A pretty tall order.
FCC has domain over frequencies. A smartphone that just “runs” on wi-fi, be my guest I guess.

Got a question. What about when we DO need GPS?
When you say GPS do you really mean “What do we do for a map navigation app”? Watch the video of the gentleman. He explains all of that. In a nut shell, the phone vendor provides the phone GPS hardware and low level GPS fireware. That doesn’t get altered/overwritten. The Android OS bubbles that up to any apps that need GPS info. He details the choices you have if you don’t want to use Goggle maps.
Elon has a lot of money, but the amount of capital it takes to start a cell phone network from scratch would probably be too much even for him. Maybe he could do it by attracting investors, who love him. There would still be the issue of phones that are made that have good chips not from Apple, Qualcomm or Intel, an OS for the phones not from Apple or Google, leasing space on towers from Verizon, ATT and T-Mobile, and myriad other issues. Musk is very talented, but it would be a tall order even for him to do.
