Someone please explain this to me. Apple is not my service provider. How can they prevent me from going to whatever sites I please? Would a VPN stop this?

I believe this is for the Iphone - it’s the app, not a website. But yeah, Apple can also block access to websites.
You’ll have to ask Apple people about the details - I use a real PC.
They can't, for now. But probably only a matter of time before ISP's start blocking access to "unapproved" sites, you know, like China does.
Apple wants to block the Parler iPhone app from their app store for violation of the App Store rules. (Not promoting communist speech)
We won’t go into the fact that Twitter has child porn on it which is also in violation of Apple’s App Store rules but Apple never blocks them.
Apple can’t block the Parler WEBSITE.
Without the app, one would just have to go there in a browser.
You wouldn’t be able to download the Parler app onto your iPhone, if you have one. You could still access Parler from your browser. But browser access for Parler, just like Twitter, is klunky on an iPhone.
