Throughout his service as AG, he has held the line and defended the rule of law.
He halted the Mueller/Rosenstein Russia hoax. His office does not leak - he never worked with the FBI to set/up frame President Trump. He never pretended to worry that the POTUS was breaking the law or getting out of control. When he resigned, I think he moved aside for someone with mil experience to run the next phase.
He did not have DOJ/FBI investigate the voting; I think he believed they were hopelessly corrupt and did not want the gov to collect information or store it on compromised FBI/Gov databases.
He had to play his cards close to his vest so that he would not be used to portray the DOJ as Trump’s “fixer”. He warned the public about China, and set in motion many, many arrests of China’s 1000 Talent Program participants (in the US, spying for China, many captured while trying to board planes with flash drives).
If he were black hat all he had to do is let Mueller/RR finish the job. Even when he halted the investigation, he could have allowed the full, unredacted report, in which they would smear the president, be published and they would have used that to their advantage. He always held impartiality before the cameras but the DS claimed he was Trump’s fixer anyway. Reasonable people could say that he was not Trump’s fixer though.
Look at how much the left hated him, look at how they treated him during hearings.
If he were a black hat, President Trump would likely have been removed from office. Over and over, Barr quietly reinforced the rule of law and the DeeP State Hates him for it. They often say he needs to be arrested, tried to get him disbarred and begged for him to be impeached.
