Just emailed a family member who is with the Fayetteville, NC police department (Ft. Bragg is in Fayetteville). Asked about blackout and he said he hadn't heard anything about that. He has taken some vacation time to spend with his elderly Mom who is in a different part of NC (about 2 hours away from Fayetteville). Said he would let me know if he heard of anything.
Good to know. I did see that huge generators were brought into DC as well as a lot of troops—on a video. But of course you never know for sure when that stuff was actually taken.
