The credit union ATM gave me receipts for my two attempts.
At the bottom, they both say:
AUTHORIZED AMT: $0.00
TRANSACTION WAS NOT COMPLETED
DECLINED BY ICC
NO INFORMATION GIVEN
With all that’s going on, I’m ready for Twitter suspensions to come with
free credit score erasures and debit card cancelations... ;p

That’s integrated circuit card (ie means the ATM is chip enabled)
Could be that the chip reader is not working properly and needs to be reset.
It sometimes means the transaction being tried is not authorized.
Those machines have to be loaded with the cash, and it occasionally happens that the machine runs out of cash before the next scheduled restock.
Go to a grocery store, buy a soda with your debit card and get cash back. Then do it again and again. A guy who stole my purse did this until he racked up $1000 cash in small purchases. This happened in London, of course.
