It’s actually just the opposite...GAB did have apps on Google\Apple until the GAB apps got banned. They had a couple of good ones too. One of them - Dissenter - (I think it started out as an extension) they expanded and turned it into a browser.
Then GAB then got deplatformed from Google\Apple, so GAB decentralized.

More recently than the time period you are describing in such voluminous detail, people were asking Torba to get on the App. And he said no and had several reasons and the “rules” was one of those reasons.
Hence the word refusal was not refusing Google APP, but rather directed to the people asking the question. And perhaps, refusal was not the best choice of words. shrug.
As if it FREAKIN’ makes any darn difference🤔
