What this means is that he will continue the fight. Today was a major setback, but he still has options. Legal and constitutional options. Right now I have no reason to believe that Donald Trump is a liar and a quitter.

Once Congress certifies the vote, probably tomorrow now, Trump's options are almost nil. Assuming CJ Roberts allows SCOTUS to decide anything before Inauguration Day, they may well now claim the issue is moot because Congress certified the election and it is a political decision. Some state legislatures may belatedly vote to decertify the election results, like WI tomorrow. Trump could file a writ of quo warranto if enough do that, but it is completely unprecedented for POTUS, and may be determined to be a moot issue.
