Unless Trump federalizes the guard he doesn’t control them. Pence was presiding over a joint session. He and the Speaker could request assistance from the guard thru the Mayor. Nobody was deposed.

I don’t claim to have any ‘inside’ knowledge of what did or didn’t happen. But, VP Pence is President of the Senate and Pelosi is Speaker of the House, the two titular heads of Congress. If Capitol is being ‘stormed’ it might well make sense to discuss any actions to be taken with the two leaders of Congress.
