My guess, not proficient shooter.
Three times to target acquisition, when target is reasonably stationary higher than potential backstop friendlies and a ten inch melon target at less than ten feet.
He also didn’t have a solid shooting stance.
Anticipated recoil fear and shot low, into neck, when aiming for head.
Also, muzzle flip was far greater than for a proficient shooter comfortable with his pistol. Limp wristed it...probably a FTE/stovepipe too with that wrist.
Ten inch target, less than ten feet (more like six to seven) when pistol is already drawn is indicative of a complete federal firearms qualification fail.
Either a low PPC qual LEO, a rookie, or more probably a non-sworn with little to no range time and training with that pistol.
But just my view...
My guess is the shooter is a congressional assistant or bureaucrat of some sort and a concealed carry permit holder who never bothers with range time. He’s allowed to conceal carry into the Capitol building (and probably on aircraft, too), but they raise hell when a Republican permit holder wants to.

Why was he wearing gloves... Throw away traces of powder residue?
They were pretty heavy duty for shooters gloves, more like personal style, good leather.
