The President has nothing to do with the Capitol Police. They are not part of the executive branch.

You are exactly right. They capital police, 2300 personnel for very few square miles, either fell down on the job or plotted to sabotage President Trump. It seems more like the latter than the former.

Their lack of proper protection started with allowing rioters to disrupt people trying to come to his inauguration, and continued through the riots during the summer and outside of WhiteHouse events. They never provided the protection that they should have.
