I suspect that it might be that he will not yet be an official Senator on 1/6/21.

IMHO, even if Purdue beats Ossoff soundly in the runoff, its doubtful that Ossoff will concede just to keep Purdue from being seated prior to Wednesday. The election won’t be certified in time for Purdue to have an impact as an objector. I could be wrong.
Perdue explained it. He can’t be a Senator until he wins the runoff.
