It occurs to me that there is an interesting data point already available from USPS - they should know which ballots did arrive at the polling centers - what is that total & how does it compare to the reported ballots received? The other side is to have particular ballots identified and see if they were tracked but it would be an extremely good starting point to know what was actually delivered in the mail and to compare that against the results from a thorough scan ... the bonus from the scan is it can detect when machines or a particular individual prepared things.
