The skids of ballots were produced by Runbeck Election Services, of Phoenix, AZ (see the slip on the fourth photo.) Their website says they produce 30 million “ vote-by-mail ballots meticulously produced each election cycle.” Runbeck also provides ballot sorting and mailing systems, and hardware and software, among other services.
