Sadly, I have known people like this. One of my best friends and his wife hit some hard times and were introduced to it by a social worker when they went looking for help for their kids.
We have not spoken in almost 20 years.
A lot of people are still living on the plantation.
A lot of people are still slaves.
A lot of people are afraid to try and be anything more than that.
And this is not exclusively a problem for people with dark skin. We have a pretty diverse class of people hooked on dependency these days.

A law could be passed that disallows public funds to both a mother and her kids. Either the mother gets welfare, or her kids do.
