I think “Who owns 0bama” is probably the more pertinent question. 0bama is not smart or motivated enough to pull any of this off on his own. I think Brennan is probably his handler. Maybe Jarrett was assigned to him to hold his hand because the puppet masters knew what a fragile ego he has, and couldn’t be counted on without someone like her in his life. Just a theory.

I think you are correct on much of this. However, I think Brennan is dumb as a box of rocks-apologies to rocks. Puppet Master has gotta be higher up the food chain—maybe even relatively unknown person.
I think most government people are just mid-level capo-types. YMMV

I would agree that Brennan is not at the top of the food chain. More like a mid level player, as you suggest. He takes his orders from others. And it’s also true that Brennan isn’t the smartest guy in the world. But he’s cunning, sinister, and highly motivated, which makes him dangerous and also made him eminently qualified to be the DS agent in charge of the CIA.
