Nicely put together! I think your line of reasoning is productive - it opened more possible digs and I didn't get far with it. It would seem that the assembled were dealing with an aspect of the ongoing fight that didn't require those I would have expected. It's possible some conferenced in, and part of the room is not shown (is Q there?), but the picture must have been deemed sufficient to relay a message anyway.
