I’m sure that is technically true.
It’s not as if Durham is going to arrest 500 FBI agents.
Small group in terms of the overall staff at the FBI could be 25 people.
It doesn’t necessarily mean Durham isn’t looking at people outside the FBI.
And Durham might personally be looking at the FBI agents whereas one his top assistants is doing the focusing on the non FBI culprits.
Barr, or anyone who wants to, is just as capable of playing the whole “It depends on the meaning of ‘is’ game as anyone.
It depends on the meaning of “small” and who you mean is the one doing the focusing.
