Perhaps this is a half truth. Perhaps Rosen thought the AG’s office didn’t have enough resources to investigate Spygate and election interference, the Clinton Foundation, and other matters aggressively and that there was a better case to be made against other malefactors in other areas and that Spygate could be looped back to at another time because these other matters intersect with it.
Hmmm. So we all know from our spy novels that the Deputy Attorney General or DAG directs the day to day operations of the department. The AG coordinates outwardly, with the President, the Congress, and the public, I guess.
So the tactic here may be booting Rosen upstairs to get him out of the DAG chair so that a military prosecutor man can take the hot seat. And for that, AG Barr had to step aside.
