I like that interpretation too.
I think the inoculation of our military, medical professionals, and VP indicate China was going to initiate an attack of some kind. Our President protected the military/ medical/ presidency by vaccinating them... so they could help us during the attack. I think this is why he’s so proud that he got the vaccine so quickly. China didn’t think we could prepare in time.
Looking at the order of the streamers, one could say it means:
Old Glory still stands.

Is temporarily held back.
I do like the bemused look on Trump the Titan’s face in that photo. He does not look worried.
