It just means that POTUS is renewing the state of emergency pertaining to trafficking. He has to send notice to Congress of the renewal and has to be sometime within a 90 day window of the expiration date-good only for a year. Has to renew each year it’s needed.

In 2017, the President issued an executive order freezing the assets of foreigners involved in human trafficking. There were debates about which Americans, if any, it applied to. It was believed to have devastating effects on people in high places but the MSM would of course protect them from exposure so we didn’t hear about it...much. But money is the power of the human traffickers and this EO prevented the sale or transfer of assets used in human trafficking.

WHen it was first released, there were associated documents, some included names of ships and other assets - it was...ahem...a lot. Of the names I could find, they seemed to be powerful people we’d never heard of - players behind the scenes.

So there was an expiration date for this EO and, as he has done for many other expiring EO’s, the president renewed it because the problem the EO was meant to address, in this case human trafficking, still exists and is important/urgent/must be addressed.
